Does concrete cutting always use water?

Scanning should be considered when hidden services, reinforcement or post-tensioning could be affected. It reduces uncertainty but does not replace drawings, engineering, permits or responsible site checks.
Can reinforced concrete be cut?

Who confirms whether a wall or slab can be altered?
